Colonel Jerry McKenna/San Antonio 1989 (On plaque on front of base:) BRIGADIER GENERAL/WILLIAM ("BILLY") MITCHELL/1879-1936/BRIGADIER GENERAL BILLY MITCHELL WAS BORN IN/NICE, FRANCE ON DECEMBER 29, 1879 AND/GREW UP IN MILWAUKEE, WISCONSIN./THROUGHOUT HIS 28 YEAR CAREER HE/WAS ONE OF AMERICAS FOREMOST PROPONENTS/FOR A STRONG AIR FORCE AND CHAMPIONED/THE IDEA OF A SEPARATE ACADEMY FOR THE AIR SERVICE./DURING WORLD WAR I HE ROSE/FROM THE RANK OF CAPTAIN TO BRIGADIER GENERAL. AFTER/WORLD WAR I, REALIZING AMERICA'S AIR POWER/DEFICIENCIES, HE BECAME INCREASINGLY CRITICAL/OF THE NATIONAL MILITARY POSTURE. IT WAS/DURING THIS PERIOD/THAT HE POINTED OUT/THE VULNERABILITY OF HAWAII FOR A SNEAK/ATTACK. ON AUGUST 8, 1946, CONGRESS/AUTHORIZED THE PRESIDENT OF THE UNITED STATES TO/AWARD HIM POSTHUMOUSLY A MEDAL OF/HONOR IN RECOGNITION OF HIS OUTSTANDING/PIONEER SERVICE AND FORESIGHT IN THE FIELD/OF AMERICAN MILITARY AVIATION.
