Two female figures sit on either side of a round-arched dormer that enframes a shield and ornamental scrolls. An eagle with spread wings is above the dormer, its head turned toward its proper right side, toward the figure of Vigilance. Vigilance holds a sword in her proper right hand. On the proper left side of the eagle is the figure of Peace, holding an olive branch in her proper left hand.
