He is in favor of the passage of the bill that provides for lecturers of sciences and agriculture and for an instructors of common school education. He suggests limiting the funds allotted to the library.

Also, Mr. Keim offers a joint resolution that the committee on the Smithson bequest be instructed to inquire into the establishment of a professorship of the German language as part of the literary instruction.

Mr. Owen makes a statement that the business of establishing the Smithsonian was long overdue and proposed to establish a specific day in April when the subject could be taken up so that it would be impossible to lay it aside or refer it to a committee any longer. The bill is made the special order of the day for the second Tuesday in April.
